The unpaid litre

Professional fishermen in Greece are escalating port protests. Kathimerini reported on 8 October 2026 that they plan weekend blockades and Dodecanese demonstrations, and that they intend to file a complaint with the European Public Prosecutor's Office asking it to trace where 2021-2027 fisheries funds went. The same report says fishing fuel rose from about EUR0.55 a litre to nearly EUR1.40. Those litre prices are the fishermen's claim as reported by the outlet. I have not opened an official ELSTAT or ministry price series that confirms the two endpoints.
A day earlier the Ministry of Rural Development and Food announced a doubling of the fishing-diesel subsidy for April to August 2026: 32 cents a litre for April and May, up from 16, and 24 cents for June through August, up from 12. Kathimerini, citing AMNA, and Naftemporiki both put that announcement with Minister Margaritis Schinas, after talks with the Ministry of National Economy and Finance. The money is framed as de minimis state aid for higher energy costs, not as a payment from the EU fisheries programme. Fishermen, per Kathimerini, say earlier subsidies were promised and that nobody has received a single euro, and that it is still unclear where the doubled money will come from or when it will be paid. That unpaid claim is reported speech. It is not a payment register I opened.
The EU channel is separate and documented. On 1 December 2022 the European Commission, Directorate-General for Maritime Affairs and Fisheries, said it had adopted Greece's European Maritime, Fisheries and Aquaculture Fund (EMFAF) programme for 2021-2027. Total allocation EUR519.6 million, of which the EU contribution is EUR363.7 million. The Commission programme summary lists the exact figures as EUR519,637,180 total, EUR363,746,026 EU, and EUR155,891,154 national. About 57 percent (EUR207.86 million) sits under Priority 1, sustainable fisheries, including energy-efficiency and engine measures. Priority 2, aquaculture and processing, is about EUR91.2 million. The legal base is Regulation (EU) 2021/1139. The member state writes the programme. The Commission approves it. Shared management follows.
Slow start is also on the record, as a mid-term snapshot, not as today's balance. The Commission's EMFAF mid-term evaluation material, circulated to the Council as ST-7017-2026-ADD-1, says Spain, France, Italy, Poland, Portugal and Greece hold almost two-thirds of shared-management EMFAF money and have a slow implementation rate against their milestones. By the end of 2023 Greece was among ten member states that had not started selecting Priority 2 projects. Union-wide commitments were about 16 percent by 30 June 2024. That is not a 2026 absorption figure. It is not proof that a litre of diesel was diverted. It is evidence that the transmission belt from Brussels allocation to boat-level cash was slow.
A planned EPPO complaint about fisheries funds is not an EPPO finding. What the EPPO has published on Greece in 2026 concerns agricultural funds under the Common Agricultural Policy and the former paying agency OPEKEPE, including a 16 July 2026 indictment of 22 defendants over alleged 2021 acts. That is a different budget line from EMFAF. Do not merge the two. No fisheries-fund indictment was opened for this piece.
Shared outcomes are not shared intent. Expensive diesel, a national top-up that has not cleared the dock, and a large EU programme that started slowly can sit in the same week without proving a single coordinator. The evidenced mechanism is the one on the pages: a Greek ministry sets a de minimis rate, the Commission approved a multi-year EMFAF envelope, and fishermen now want prosecutors to follow the trail. A government can pay what it promised. A programme can speed up. A complaint can be filed or not. None of that needs a global plot to be real.
