This desk set out to test whether mass migration, housing strain, online speech rules, expensive energy, thinner industry and rising public debt share a single mechanism. After Canada against Argentina, and a Greek fuel week that split a national subsidy from an EU programme, the honest answer is narrower than a plot and wider than chance.
Start with what the pages actually show. On 21 May 2026 the IMF completed the second review of Argentina's Extended Fund Facility. The programme, approved 11 April 2025, is $20 billion. About $15.8 billion had been disbursed. Further energy-subsidy cuts and an overall cash balance for 2026 sit in the Fund's account of the authorities' commitments. Real GDP fell 1.3 percent in 2024 and rose 4.4 percent in 2025. Year-end inflation fell from 117.8 percent to 31.5 percent. Federal debt fell from 84.7 percent of GDP to 80.3 percent on the same table. INDEC's urban poverty measure hit 52.9 percent of people in the first half of 2024, then a provisional 32.3 percent in the first half of 2026. That is an evidenced international loan with conditions. It is not evidence that the Fund wrote Milei's politics. The government chose the direction. The Fund priced the loan.
Canada's climate target works differently. The consumer fuel charge raised $13.5 billion in 2024-25 at $80 a tonne. On 1 April 2025 the government set that charge to zero and kept industrial pricing, which Finance still calls a pillar of the 2030 target. Paris sets an aim. It does not pick the household tax. The same government that ran a 2023 population spike later cut permanent-resident targets on 24 October 2024. Statistics Canada's March 2024 release put calendar-2023 growth at 3.2 percent, the fastest since 1957; the September 2026 July-to-July series shows the brake, to 0.5 percent in 2025/26. Online Streaming and Online News became law in 2023. Bill C-63, the Online Harms Act, never got past second reading. It died on the Order Paper when Parliament was prorogued on 6 January 2025. No treaty for those bills was opened. Calling them foreign copies remains a hypothesis.
Greece splits two pipes that viral posts like to merge. On 8 October 2026 outlets relayed a Ministry of Rural Development and Food doubling of fishing-diesel aid for April to August 2026, framed as de minimis state aid. Fishermen, per Kathimerini, say earlier promises went unpaid and that boat diesel rose from about EUR0.55 to nearly EUR1.40. Those litre figures and the unpaid claim are reported speech, not a ministry payment register. Separately, the Commission adopted Greece's EMFAF programme on 1 December 2022: EUR519.6 million total, EUR363.7 million EU, under Regulation (EU) 2021/1139. Mid-term Council material ST-7017-2026-ADD-1 put Greece among the large slow starters, with no Priority 2 project selection by end-2023. A planned EPPO complaint about fisheries funds is an intention. The EPPO's published 2026 Greece indictment on 16 July concerns agricultural funds and OPEKEPE, not EMFAF. Different budget lines.

One charity filing sits in the log. COSTI Immigrant Services in Canada reported $121.9 million of revenue for the year ended 31 March 2024, of which government grants and subsidies were $114.8 million, or 94.1 percent. Client programmes were 62.4 percent of expenses. There is no misuse finding on the page opened, and no outcome evaluation. A high government share is a fact. A grant loop that lobbies for higher intakes is still a hypothesis.
Score the candidates against that pile. Transmission through international frameworks scores medium where money is conditional (IMF, EMFAF) and lower where a target leaves the instrument free (Canada's fuel charge). The permanent administrative class scores low: the same Canadian government cut migration targets and the consumer carbon price. The grant loop scores low until advocacy spend and a policy win are documented. Capital and asset-owner interests are unscored; no ownership filings were opened. Electoral incentives score low-to-medium on debt slip and migration timing, and fail as a master key once Argentina's surplus path is on the table. Policy copying is untested. An organised ideological movement that produces all six pressures on purpose has the weakest support of the set. Shared outcomes showed up in Canada. Shared intent did not.
What would move the scores next week is dull and specific: a German or British power-price and manufacturing series from primary pages; a second charity only if a regulator or auditor has found something; a counter-example statute from Hungary, Poland or Singapore; Greece payment notices or EMFAF absorption figures when they exist. Until then the desk holds the line. Shared outcomes are not shared intent.
